Background

Building Tasmania is currently undertaking a targeted review of quad bike and side-by-side vehicle (SSV) safety, focusing on their operation on public streets, roads and road-related areas in Tasmania.

The following areas are outside the scope of this targeted review:

  • The use of quad bike and SSVs on private land.
  • Work health and safety laws that apply to the use of quad bikes and SSVs in a workplace.
  • National importation rules, design standards and consumer safety standards for quad bikes and SSVs.
  • Recreational land access, track management, and parks policies relating to quad bikes and SSVs.

To support informed engagement, a separate background paper has been prepared to provide context for this consultation. The background paper outlines how quad bikes and SSVs are defined, examines high‑level trends in fatalities and serious injuries, identifies key risk factors, and summarises the current legislative framework and related government initiatives. It also highlights key findings from coronial inquests and provides an overview of relevant approaches taken in other Australian and international jurisdictions to quad bike and SSV safety in a transport regulatory context.

Consultation

A consultation paper has been prepared that seeks stakeholder feedback on a range of potential regulatory and non-regulatory measures that fall within the portfolio responsibilities of the Minister for Infrastructure and Transport. Options set out for consultation include possible changes to road rule settings, training and licensing requirements, enforcement approaches and education and awareness initiatives.

Feedback received through the consultation process will inform the development of a final report to the Tasmanian Government, which will present consultation findings and provide advice on options to strengthen quad bike and SSV safety outcomes in the transport context.
